+1, though what limits should be imposed?
Credits are pretty pointless so I'm sure players will self impose limits based on how much money they have.

Example: Pilot 1 puts a bounty on Pilot 2. Pilot 2 then gets Pilot 3 to shoot him and they split the credits. All the while, there is no way for Pilot 1 to know that Pilot 2 is working with Pilot 3.

How is that an exploit? Player 1 is putting up a bounty (plus, presumably, a transaction fee %). In exchange for that sum of credits, there's no guarantee the target won't negotiate a better deal with a hunter, just that Player 2 will die before it's paid out.
The real reason this would just be a total circle-jerk is the fact that death itself is meaningless. Player 2 doesn't care about dying - Player 2 cares about dying when it's inconvenient to die.

What if the target hops into a ec-89 and /explode? Does he get the money for having killed himself?

I don't have any experience with the existing bounty system, but something that comes to mind is that people with a bounty or hated status probably shouldn't be allowed to collect bounties. It would be like walking into the FBI office, standing next to their own wanted poster, and getting paid for offing the guy whose wanted poster was next to theirs.
Besides that, players placing bounties on another player is more like contracting a hit. Ultimately it doesn't matter how they die, the player wants them dead.
I suggested something kind of similar in the past with a little more flair for role play than an impersonal command option.

An idea that might work to assuage the thoughts of exploitation might be to have the bountied player drop a token tied to the existing bounty that is valid until the bounty is claimed and must be turned into the proper authorities, after which it is a worthless souvenir. This of course opens up further avenues for piracy and protection, since someone with the token could be waylaid and their proof of hard work taken.

draugath - You can no longer be a bounty hunter for a nation that hates you. If you are a bounty hunter and become hated, you lose the requirement and must get above -599 and do the marshal thing over again. The problem is that a bounty hunter from the Serco nation can actually claim bounties that the Itani have placed. SO you can be Itani hated and collect Itani bounties, as long as one of the 3 main factions will licence you.
That is getting away from the OP though.

Nobody actively bounty hunts anyway, as most bounties are claimed via consensual PvP and having players be able to place them would only serve to make things worse not better. The current bounty system is a bit sucky, and the only reason to even care about it is if you fly in nation space shooting newbs all day. Heck, most of you do not even get that you can track people with bounties!

-1 to OPs idea, nobody bounty hunts or even uses the bounty tracking system(something that should have it's own mission to inform newbs about).
Bounties however could be made more interesting by factions placing them on pirate NPCs(once those are out) similar to the current system but a reduced payout and providing a more direct effect of Bounty hunting, but that's for another post.

It's a good idea that's long been requested. Who cares if friendlies clear out each other's bounties? Anyone placing the bounty would be a moron if they didn't have some sense that might happen.
I think if there could be some customization to bounties it would be better and potentially discourage the average friend from claiming a bounty placed on your head. For instance:
- Time expiration option
- within NFZ requirement option
- within certain nation spaces requirement option
- nation requirement (i.e. bounty only available to Itanis, etc) option
- assess a fee for placing a bounty
Also, some type of public announcement of active bounties and new bounties placed would be in order.

A list that the person who set the bounty can manage that players can apply/ask for an invite to that gives permission to claim the bounty would solve the problem I would assume it would validate a lot anti-pirate and bounty hunter roleplay too.
/setbounty coupled with the "permission to claim bounty" list that is customizable for each pilot, like the /ignore list, would definitely be a cool thing. in my opinion.
