Currently there are three instances of channel 11, with one for each nation. However, it seems odd that somebody like me, who is KOS with the UIT, can still see the channel 11 chatter of UIT characters who are in good standing. So, I suggest that a fourth instance is added, this one for those of us who are Hated or KOS with our native faction. Alternately, disable 11 entirely for us; I think a multinational channel for all native-KOS people would be more interesting, but the main goal here is just to exclude us from the standard instances of 11.

Obviously this would not affect the lamer pirates who maintain high standings, but at least it would put native-KOS people wanting to listen in on the "good guys" in the same boat as Serco trying to listen in on Itani or UIT and vice versa. We could still do it via spies, but at least it would take some amount of effort.

+1 This makes sense. At the very minimum exclude KOS players from 11.

+1, I guess. I dont intend to KOS myself with the UIT, but it sounds like a nice concept.

+1 to ch 11 for hated villains and scum or disable it < -600 standing.

-1 Getting kos'ed with a home nation makes thing hard enough (can't dock, can't buy nation ships, can't hire the orion squadron, etc etc) Why reduce comms? Criminals buy scanners to listen in to police comms; why wouldn't pirates do similar actions?

This is true, but by that logic, channel 11 shouldn't even exist because the Serco would use the same technology to listen in on the UIT and Itani, and vice versa. If 11 can block foreigners, it should be able to block KOS people too.
