If laying large minefields for free is undesired, then the correct solution is to simply make it non-free by adding a cost to reloading mines in a capship, not to magically forbid large minefields. This could be TU-specific so that you could still reload rockets and lesser mines for free despite paying for TU reloads. Though, my preference would be to have at least a small cost for all repairs and reloads performed on capships, in order to account for the resources such actions would consume -- perhaps 20% the cost at a station. Then eventually the devs could add the option for the capship owner to charge additional markup in case they want to have a profit margin.

Also if no one is jumping you where you lay a field then you're doing it wrong and wont yield much out of sector joy out of it.
