Players of the same nationality cannot damage each other in foreign capitol systems (even in unmonitored sectors). I think it goes without saying this is not good.

Yes. I complained about this years ago. This is just plain silly.

There is already a mechanism in place to kill same nation players. You become hate/kos with your nation and you can kill fellow members of your home nation. A temp KOS will do just fine. Kill 3 non hated players in your own nation space in 24 hours and you will be temp KOS for one day; then fly to another nation's capital and kill to your heart's content.
