Trade bulletin
Instead of advertising player to player trade offers and inquiries on ch 100 , how about we get a "Trade Bulletin" tab in the interface where players can post their items for sale or post inquiries about buying stuff or services they need?
Something like this:

I'm pretty sure something along these lines has been requested in the past. I would incorporate it into the News tab as a sub category as Classifieds.
This should also function as a pop up screen when a player logs on with the option to turn it off.

We are not getting rid of 100 get over it.
An organized place to put offers for goods and services is still a good idea by itself. I doubt it would fully solve the problem I infer is behind the OP, but I would have found something like this useful when I was building my trident and then afterwards looking for opportunities to work with and help other players. Offering 'Fluffportation' on 100 did provide a number of clients, but not optimal.

Actually, i kinda wanted to do this via a player-bot with lua (assuming I ever learn); it would just poke people in 100 to check <channel number>, where it would continuously spam the list of offers and news. But, making it a part of VO is a better option; +1
Blaqk, I think this isnt meant to get rid of 100, just to remove possible clutter, especially as more people join.

The problem with a trade bulletin is the offers can stagnate and its hard to tell what's current. Unless this issue is addressed, the ads on 100 aren't going to go away.
1) One solution would be to have the poster forfeit keeping their online status secret if they post an ad. If you see the ad listed then you know the player is online. If the ad disappears then you can't be sure whether the player logged off or simply deleted the ad after a completed transaction.
The problem with this implementation is a player might want the ad to persist after they log off. Maybe they have a large stash and are always looking to sell, or maybe the converse where they are looking to buy and will take all reasonable offers they get.
2) This leads to a second option where the ads could have an icon indicating the poster's online status and could sort the list so listings where the poster is currently online come first.
With this method, the divulging of online status could be made optional. The posters who chose to divulge their online status would likely get more hits, while at the same time people who don't want to reveal their online status aren't precluded from posting ads.
3) A third and perhaps simpler approach might be to simply allow the poster to "refresh" their listing, bringing it back to the top of the list. The listing could also include the time since last refreshed.
To prevent abuse of a poster dominating the bulletin board by spamming the refresh button, it might be a good idea to limit refreshing a listing to once every 15 minutes or something.
4) I suppose a fourth option would be to use a plug-in that tries to determine which listings are most relevant by monitoring chatter on 100 and linking it to the bulletin board listings. Obviously not the most desirable solution since it requires the use of a plug-in.
*) Regardless of the method used, it should be convenient to remove a listing after a transaction is complete, otherwise the board will end up cluttered with obsolete postings that the poster couldn't be bothered to remove. Two options that come to mind would be to have an option when placing the listing to have it automatically removed on logoff. The other would be a console command to remove all listings (or maybe just the oldest one?).
It would also help to limit the number of listings a player can post (perhaps to 2 or 3?). That way they are forced to delete the old ones if they want to post new ones. Perhaps auto-deleting listings after so many days could work too.

I would say the posting shows online status, and clicking on them brings up a /msg box; you and the seller can then contact each other regarding location for the item in question.
