Each major faction should have only one system containing capitol stations.
I never understood why the major factions all have two systems containing the capitol stations. Why not just one capital system for the capitol stations?
A far better, more interesting question: why does it bother you so SO much that there are two capital systems?

Take the UIT; both Dau and Arta Cel are capitol systems.

If there are two, one of them isn't the capital. Let's look at pimpin' for a parallel. You can have lots of bitches, but one of them bitches gonna be your bottom bitch. She keeps all the other bitches inline. You can't have two bottom bitches or the game don't work.
-1 It's bad enough they each only have one capship dock.
I think GS needs to rethink the concept. One central capital system make sense, but then I have no problem with other elevated systems designated as military, commercial, operational. Of course they also really need to redo the whole station type scheme as well. For now though, no change. I'd rather see a complete overhaul.
The extra capital was to handle the vast army of new players.
I would have simply made more then one training sector in the same capital system
But then it is only a few extra bits so no real waste involved and perhaps the Devs felt the extra space was useful.
