The basic idea is to allow the charged cannon to be used on a Trident and buff the damage to be relative to the power capacity of THPC.

Add a fire rate limit to make spamming the lowest charge level ineffective and you've got a +1 from me.
I still feel like a beam cannon with a tiny hit cross-section would be ideal for this sort of thing to make it extremely difficult to use vs smaller ships for a 1-hit kill.

Would the dent have to stay out of turbo to gain the full charge?

Turboing and charging at the same time would result in a 95 energy/sec drain (if I did my math right...). So effectively you wouldn't be able to turbo and reach full charge at the same time. You would only be able to start turboing near the last 10% of charging.
Obviously once the weapon is charged you can turbo all you'd like...
