Bounty
It's been brought up before.... but right now there's no benefit to preying on other players. If the guy doesn't have any cargo, his bounty won't even cover your ammo costs.
I suggest making bounties 1/10th of a person's score.

I'm not 100% sure if this is a good idea SirCamps.. I think it would be yet another reason/excuse for griefers to go out and kill. Then again... hmm.. it WOULD get em to go after the "better (read higher score)" players and possibly leave the newbs alone...

It would also reward the "anti-griefers."
For instance, my DSIV character killed Phoenix the other day. Now we all know Phoenix is one of the few that are über-veterans. Any player that manages to kill a player such as him should get a substantial reward.
It also would encourage other police organizations such as the DSG. I make next to no money as a DS, because so few people are willing to pay for protection and would rather take their chances. However, if I got 5000 credits for killing a pirate, it would finance itself.
It also would discourage botting, knowing that a player with a score in the hundreds of thousands is standing to give a player that kills him tens of thousands.
Of course a counter to exploiting this would have to be in place. Perhaps a graduated scale:
EC88 - 0% of bounty returned
Centurion - 30% of bounty returned
Atlas
Wart Hog
Vulture - 50% of bounty returned
Centuar
Ragnarok - 75% of bounty returned
Hornet
Any nation special - 100% of bounty returned
Thus, it would make sense to go after special ships and not the bus. It would also let special-flying pilots know that there's a big "shoot me" target painted on that Valkyrie.

good point and good idea on the scale.. however, that also may be exploitable.. IE I'm botting, have say 1 mil score, and then decide to wander into say s9...

They still get a PK if they kill your bus.
But then again, why would you be in a bus? There's nothing you could do in it.
There is gonna have to be some penalty to dying other than losing your ship. Losing cash is a dumb idea, though. Maybe if you could carry some cash on you to make purchases, you'd lose it when you die.
For instance, only in your home sectors can you wire your bank account for purchases. If you're going to, say, 11, you'll have to bring money with you to make purchases. Now, if you die, well guess what, you'd lose whatever money you had on you.

I don't like this idea. I would prefer that bounties stay based on kills rather than score. Bounties are there to ensure that people obey the law. Botters shouldn't have to deal with it. I was thinking maybe when you kill someone you get a price on your head equal to the cost of their ship + the cost of all outfittings + the cost of all cargo lost + X. Where X=500y, where y equals the amount of PKs you have in the last 3 days. That way killers are punished and law abiding citizens stay fine. It would also be nice if there was a graduated rate of increase on
Ultimately, once penalties are instituted for deaths I would like to see the bounty system overhauled. I see bounties becoming nation specific. So if you kill a Serco, the dominion puts a bounty on you. We could have a certain area of "charted territories" where there is not supposed to be any combat and all nations consider it a violation and put a 3x bounty on you, other sectors where only the nation and/or guild that was offended puts the bounty on you, etc. Once there is a national government they could set bounty rates based on offense and other bounties for particularly offensive pilots.
