Fix mining missions
Mining missions currently require you to mine and deliver X amount of ore to the station, however if you have the right kind of ore lying around you still have to go mine it back to complete the mission. I propose that mining mission not require mining the ore, only delivering it. This opens up the possibility of using ore you have from previous mining missions (you may have got some of the wrong type) or killing collectors and transports for ore.

Uhh... But the ore was already minded? Imagine you wanted to do a mining mission, go out, mine the stuff bring it back and then realize you forgot to take the mission. Oops.
They say "we want this much of this ore". Why should they care if you mine it or shoot a rogue hive bot for it?

I always thought the purpose for the mining requirement was to encourage people, particularly newbs, to get out and explore the universe. So I think it still make sense for early mining missions to retain this, but certainly advanced and generic/repeatable mining missions should have this removed because it discourages collection via combat.

Once all stations have dynamic inventory like Latos N-2, these mining missions would become trivially easy. Buy 100cu of the ore from the station, start the mining mission which instantly completes, removing the ore from the player's inventory. Plus then if the ore delivered for the mining mission goes back into the station's inventory, the player could just buy it back up and take the mission again.
The only way that these mining missions would make sense is if the station is paying the player a premium for "freshly mined" ores. Thus the the requirement to mine the ore should be kept.

The only reason this would be an issue is because stations don't use their inventories. Presumably, that will eventually be changed so that stations consume raw materials to produce equipment, consumer goods, etc. Then stations that are requesting materials could convert those materials into something else rather than just immediately offering them for resale.

The point is that they would reward with mining XP, just not as much as if you had mined it. Combat missions reward light and heavy weapons licenses on top of what you get for killing bots, I don't see whats wrong with giving small amounts of mining xp for showing up with 400 carbonic or whatever.
The problem is simple. They don't have any way to verify that you mined it, and by they I mean the NPCs that posted the mission.
Licenses aren't necessarily a measure of your capability in the same sense as skill levels are in other games. They're a measure of your notability or notoriety. This may not be the official reasoning behind them, since they were shoehorned in with the intention of changing them. But considering all points, it's the one that really makes the most sense, considering how they are earned.
This, I believe, is also why the devs came up with the implication that premium ore degrades (though it doesn't) to provide some measure of RP to support the reasoning for the actual mining requirement. This way the mission grantors can pass along that you're a miner of some repute. Take that away and it's just a supply mission which might require mining. Why should they tell their trade partners what a great miner you are when there is no verification?

Any "mining missions" should be actual missions, not just requests to bring in some ore. They should set up an NPC mining operation in some sector with a foreman to watch over it and maybe a few guards to defend, and then you show up and help them mine. If you don't, the foreman yells at you and your cut gets reduced, like how escorts work. Maybe there's a random chance of hive or bandits showing up that the NPC guards would fight as you try to dodge while continuing to mine. Etc.

-1 Like The CatMan said, it's a mining mission... Otherwise people will just have someone like me drop them 2000cu of the ore, and they can complete the mission... kinda defeats the purpose of the mission...
