I don't see this as a big issue.
You can't log off in space without cargo getting ejected from your hold.
If you get disconnected, you log back in and pick your cargo floating by your ship.
The only thing this will do is force pilots with full cargo holds to dock to station before logging off.
The usual 'disappearance act' by force quitting client when in danger will become somewhat costly for the 'force quitters' if their cargo holds are full. Nothing more to it.

My Suggestion would be more practical. Of course not everyone agrees, but if you were told that your target is about to disappear, you can make a more informed decision as whether to shoot them or not.
Of course, this does not fix the instant logout trick. I really should raise another support ticket about that.
