Currently voys NPCS (moths, centaur, atlas) have low standings with local factions (neutral)
When generating NPC ships make a random allocation for standing with the 13 factions from neutral to POS and respecting mutual exclusion.
If you kill them in a monitored sector you can take a significant standing hit.
This will give us pirate something more to look at before booming them in monitored sector.
