Engine Shutdown?
Imagine this.
Your on a smuggle run through Sedena B8.... you warp in, all clear.... hit turbo, then shut down engines! no longer will you show up on radar (it tracks energy, your shut down), and you can sneak by undetected :) Its slow, but is the risk of not getting your rare ______ blown up or taken??
Could also be fun for PvP. No radar track = no missile lock, or auto target.....

I like the idea, however this would require a complete redesign of how the game works. Currently, releasing turbo causes your ship to rapidly decrease it's speed to the current non turbo speed the ships engines are set to fly at. So the only way currently that would emulate the engines being shut down would be a complete stop, which if you haven't noticed by the hum, merely means the engines are idling.
So much would have to change, which would requires a complete rebalancing of the game that as good as I think this idea is, it really isn't likely to happen without being done as a port a port item meant to facilitate some degree of cloaking.

This would break the 15,000 km sector report that was implemented to break deep space latos h2 bots and the like.

Yep, makes sense now that im reading all that....
Port ad on item CLOAK..... Could take up multiple ports, so if your "Cloaked" you cant shoot, so no stacked advantage....
Or make the item generate heat, so it can only be used for a short time or once it is used it needs to regenerate...
