Change the entire system to a grey one, make all the stations conquerable (move O-3 station to another sector, as a conquerable station on the Itani WH would be silly).

Skirmishes happen as normal. The only difference is with the conquerable station, is they don't belong to a single person or guild, they belong to a nation. Much like the sectors being conquerable, the stations have the same effect.

+1 the stations for all the systems up to the capitol systems on both sides of the current border should have conquerable stations and the battle line/system should move when you conquer all the stations on the adjacent system and battle system. Victors should get the contents the enemy stores in the stations.
