Small tweak in my opinion.

Update Heavy Power Cell to have 30 grid power.

Update Medium Power Cell to have 25 grid power.

A weight increase would be a fair trade-off, but I had not thought about that so:

Update Heavy Power Cell to 300 kg.
Update Medium Power Cell to 200 kg.

I'm fine with buffing the Heavy Power Cell to 25-30 grid, as long as you also boost its mass to 200 kg as well.

This isn't a small tweak. That would give small ships the ability to equip capital-class weapons. I don't think that's a good idea.

It would also greatly change the balance of addons that are currently grid-limited like the Corvus Widowmaker
