Allow them to be unlimited in length, created and viewed in the Buddy tab of Comm.

Also the buddy note on login needs to be delayed for about 30s. It gets lost in the login spam.

Also, extend to guild members as guild members should have all the same perks as a buddy.

Multiple notes should be preserved, not 'last one wins'
