More tweaks for the next update

Since the devs are kinda in a cleaning mode and doing reasonable and good tweaks, I'd like to suggest more of those:

- Increase the amount of Capital Swarms to 8 per shot and reduce the Delay to 5 seconds
- Increase the Grid Power of the Extreme Drain Powercell to 8
- As pointed out by Greenwall: Reduce the grid of the Concussion Railgun to 9 and check if there are conussion and auto aim issues
- Increase the Thrust of the TPG Raptor UDV to 260
- Bring back Training weaponry for commonly used weapons (Training Neutron/Positron Blasters and Training Sunflares/Jackhammers). Those weapons should be sold at nation capitols and do barely any damage but otherwise have the same stats as their real version.

Why this is needed:

- The Cap Swarms are barely a dangerous weapon with the delay and only 6 rockets drifting about. For a real danger that warrants flying with the fat Trident Cell, they need to make a boom
- The Extreme Drain Cell really is a cool Cell but simply cannot find use: If a pilot would use it with it's current grid power, it would only make sense on a Centurion Superlight and then you can't even attach a CWM. Buff to grid 8 is reasonable to see it used in 2-port player Combat and bring fresh air to tactical means in PvP
- The Conc Rail buff was very good. However, I oversaw the grid is much too high. A reduction to 9 will be good to allow usage on ships with 2 large ports. It still weighs 2k which is a heavy lot. Also, Concussion effect and autoaim have to be re-checked. Greenwall mentioned something is awry with it.
- Evidently, the Thrust boost of +10 on the Raptor UDV did less than even I expected. It is still as sluggish as before. I think a boost to Thrust 260 is more than fair.
- Training weaponry! We need that to teach the new generation of newbies. More than once I would have loved to have a couple training weapons around to train newer players interested in the art of PvP. Training Sunflares doing very few damage would be perfect to give a newbie a little punch to make him remember to dodge those.

+1000 to training weapons. This is something that can be frustrating, because after a few good hits a new pvper will get interrupted by exploding and loose focus. It can be hard to learn to dodge flares when every three hits or so you have to buy a new ship etc. and fly back to the sector you were training in. Btw, the Xang Xi mine thingie would likely be good for that.

You can reduce the wasted time by training in a Corvus station sector, preferably Odia K-12 or J-9 since those are the ones where you're least likely to be interrupted.
