No objection to the general idea. I would like to see a requirement that such a device have to be used on both sides of the wormhole and activated simultaneously.
-1 to KOS except with any faction monitored wormhole side. Only the player(s) activating on the monitored side would receive a faction penalty. The penalty should not be timed, but real. Although, if it could be implemented in a way that if this is done by a guilded player, then the entire guild would receive a faction penalty. The guild penalty should be only 1-3 days, not 7 and the player who activated the weapon still gets a real hit.
Also, 15 minutes is not enough. At least an hour if not longer.

I'd be fine for 3 days as there needs to be a serious hit to messing up system to system travel routes. What ever the penalty is, it has to hurt. Which is also why i wanted high licenses level requirements for it. So someone can't use a low level throwaway alt to use it.
