Asteroid spoofer
Make an addon like a mine launcher that drops a "radar reflector" which shows up like an asteroid and makes the ships computer think it isn't 3000m from everything.
As long as you can shoot down this object like you can mines, and it interferes with all ships, not excluding the owner: +1.
Can you please elaborate more what the point of this is? In what practical ways would this be used?
It would prevent people from jumping, failure. You of all people should appreciate the value of that, as a pirate. It could also be really useful to catch tridents that are sector-hopping and such.

Wait, would this actually prevent jumping, or is it just supposed to make the display on your ship read the wrong value so that the player thinks he can't jump, but actually can if he tries? Because the latter was how I read it. The former would be more interesting.

It would be an object with all the same mechanics as a mine, shootable and all, that shows up on all radars as an asteroid when dropped. This makes the nav computer think you cant jump if you are within 3000m of it.

At this point, I think that what you're trying to say is "It stops you from jumping." The problem is you're getting tied up in a poor RP explanation that you don't seem to realize leaves vagueness. What my computer thinks is irrelevant because I am a programmer and a computer engineer -- I can just reprogram it or rebuild it to let me override the safety lockouts. And if I can do something, at least a thousand other people can as well. There will be an entire industry around it living in greyspace and subverting all the silly safety restrictions the idiotic governments try to force on their sheeple. They'd probably name themselves something like, oh I don't know, Corvus.

The game could probably already do this. The flaming bits that come out of the HAC when it dies interfere with jumps.
I suggested something like this in the past, more as an add-on than a mine. Like a heavy port device that stops ships in range from warping like they are close to a 'roid. I guess a mine works too though.
