I could be wrong here, but from my observation and personal usage developing my characters, the Hive Fast Charge power cell is very under utilized in the game. To help players experienced players would / will often drop starter packs with items like the mega posi and the utra charge power cell.

By the time new players can kill the bots that drop the hive cell, they no longer need it. In the mean time, they fly around crippled using the free, light and medium power cells.

Have collector bots drop the hive cells instead of much of the other useless crap they drop now.
