Multiple toons allows you monitor several sectors easily. I see pirates doing this to monitor trade routes in order to ambush players. I might even use alts for the same purpose except for the opposite, to scout ahead and see if pirates are camping the trade lanes.

You think that's a good idea, then pirates decide to make a bot network that has an alt in every single station and wormhole sector and cycles through them compiling the data to a central server giving a view of everywhere even remotely useful in the game.

You have precisely three minutes to run from the pirates who've made special faction-KOS alts to kill you in nation space without taking a faction hit.
