Wait wait wait, awesome idea incoming: Let us kill systems!
ALL THINGS MUST DIE!
ALL THINGS MUST DIE!
I say make a WH in Helios...that way Odia's seclusion is protected and there is still a path to Deneb from grey. This creates two different additional advantages for both Serco and Itani.
For one, Serco has the nearest system to the fight, which it would make sense for the Serco to want two paths to the fight.
Secondly, this creates a MUCH shorter path for Itani, who currently have to go ALL the way through Iani space.
Win-win for all...

@fluffy
I completely agree with reducing the flyover territory, and I've made some suggestions for that in the past. The simplest is indeed to just get rid of a bunch of systems, especially in Itani space.
An alternative is to create two extra pairs of wormholes that cut the travel time from grey to deneb from the current 6 (serco) / 10 (!) (itan) to 4 WH's each, see the suggestion here:

Added benefit is that it creates 'dark branches' of nation space that could have a less guarded atmosphere / get some sort of black market or hive infested feeling and allow for interesting outcast / smuggling arcs outside of grey.
This does not make it much easier for UIT to get involved in Deneb, which is a shame since the number of active players seems about 40-50% yellow, but UIT in Deneb is more difficult in terms of backstory anyway, and with the suggested changes a UIT wishing to join the fight can be there in 5 jumps. It would be good if UIT can be enticed to join the serco side to even player numbers, maybe have mercenary missions in UIT stations that invites players to join in single conflicts on the Serco side for good $$ without joining the military and losing Itani standing?

I agree, simply temporarily reducing the number of systems especially in Itani/Secro would help a lot. As we eventually get a larger playerbase, the systems could be put back to preserve the "large, lonely universe" feeling.
+1 but it should be logically be from Arta C. Not Odia. Pilots would have to have decent standing with the UIT to use this wormhole or border hop through Ukari.
Deneb is still wildly imbalanced, even if you got devwarped there. So it's not going to fix all that is wrong, but it's a start.
