Put the manual in the player's PDA
Add the content of the game's manual to the in-game PDA. This would go over everything the game manual covers and also outline what penalties are (specifics), what standing you need to be to trigger penalties for all the different factions (both as offender and defender), and explanations about any other non-obvious aspects or rules in the game like the difference between monitored and guarded sectors and same faction no-damage areas etc. It would explain licenses, accomplishments and notable items that get unlocked if you achieve them. It would also have a reference to the builtin console commands.
Additional basic info for common tasks should also be done, like how to join a group and what that means to gameplay. How to start a guild and leave one etc. The importance of homing etc. Basically a much better manual than the website's manual.
This would be accessible at all times and negate almost all need to tell players (or for yourself) to go out of the game to look up information on the often outdated wiki or elsewhere.

Well, the game manual is out of date too, but it shouldn't be.

Yes, an updated vo manual which can be accessed from within the game would be a good idea. It was suggested long ago that this could be a PCC project, but nothing much happened. Perhaps a new year project ?
