Well, on one hand I can appreciate the complexity and well-thought-outedness, but on the other, I can't ever recall seeing such a complex suggestion moved on by the devs.
This is not to say it shouldn't be considered, which it should... there are just so many moving parts...

Greenwall, I have to agree that it's a lofty goal given the developers' stated shortage of bandwidth for non-funded changes. That's why my query to the developers has 3 parts. If 1 or 2 is negative, then the entire suggestion is a moot issue. However, if it is favored, then the only remaining issue is funding and we can look at a micro-funding option for the people who want to support such a change financially. I would be a significant contributor towards such a change.
I think biretak was trying to say that grey-types should be UIT and that making an unaligned option for them would suck them out of the UIT, leaving it just traders, miners, etc.

But, Savet, I do agree that the itani and serco nations should be more selective about who flies their top of the line ships. Pirates flying in X1's and SCPs is the reason why I agreed the raptor needs a buff (along with my dodging skills ;) ).
