Large port newb energy weapon
There are not any good large port energy weapons. This makes it difficult for a new player to raise heavy weapons.
The megapositron is heavy weapons 2, which is not low enough for many newbs.
Take the plasma HX, create a new large port variant, LHX, that does %50 more damage per shot, and draws %50 more power per shot, at double the mass per weapon, but otherwise matches the stats of the small port plasma hx.

-1 to making it easier to level up alts
The Plasma Eliminator is a very good L-port weapon that only requires HW1.

It's one of the better guns for fighting bots early on. It hits hard and has a higher velocity than most other other level 1 weapons.

Gat turret, Plasma devestator mk2 (the pumpkin), mega positron.
All good lport energy weapons.

There are not any good large port, zero level, station purchasable, energy weapons.
nor should there be!
It's level zero. Stingrays suffice.
Stingrays are functional for taking down shields. They suck for leveling licences, because they have to be reloaded. What is needed, is a zero level, large port, energy weapon, that can be purchased at a capital station.
The only zero level large port energy weapon is the Hive Queen Gatling Turret, which can not be purchased from a station.
The lowest level large port energy weapon that can be purchased at a station is the Eliminator at heavy 1.
there could be a energy weapon, for example a nerfed Eliminator, that could be level 0.
Plasma Decimator
Damage: 1000
Velocity: 160
Energy: 60
Delay: 0.5
Mass : 1600
Targeting: Good
Grid: 4
Level: 0/0/0/0/0
A worthless weapon in pvp (like stingrays) but good enough to kill collectors.

correction YOU suck at leveling with stingrays.
You can get heavy level 1 without ever buying a Stingray launcher just from bonuses when doing the combat practice missions.
This game already has a huge excess of newbie weapons that are quickly rendered obsolete mere hours into playing the game. I don't think we need to make any more.

Did you not read this part? "This game already has a huge excess of newbie weapons that are quickly rendered obsolete mere hours into playing the game."
Dumbfire rockets that newbs have no current equivalent of are a lot more useful than yet another newbie large port plasma gun, of which we have 3.

-1. Use the Plasma Eliminator, no need for something new.
The easiest way to level up to HW1 is the same way we all did - very nearly kill the thing with your other weapons, then kill it with the Stingray. So what if you have to reload? Just use it for the kill shot, and you're fine. It's been a while since I used a Stingray, but it has - what? - 14 missiles? That's 14 kills before you have to reload if you're careful.
EDIT: just looked up the Stingray stats. Corrected.
