New dynamic missions: Miner Escort and Miner rescue
Miner Escort - Description: Escort the miners to their mining location, defend them against the hive(or other factions?) and escort them home.
Rewards: 10,000c for every ship returned safely, bonus if undamaged. Variable combat and mining experience.
Mechanics: Only available in systems where dynamic hive is present. The station will send out prospector ships to local sectors in order to find desirable resources. It will then send a group of miners to mine the resources and go home. If the miners are attacked by the hive then the station may try to rescue them in my second dynamic mission.
Miner Rescue - Description: Help! Our miners have been attacked by the hive(or a rival faction?)! We need your help to rescue them! You will be sent along with the rescue team to get them out of there.

Mechanics: Happens if a dynamic mining escort has been attacked. Only happens if the mining escort was not accompanied by a player when launched, otherwise the mission stayed as a normal escort taken by the player.
Possible hive tweaks: Increase the number of observers. These new observers aren't looking for new bastions by are looking for mining groups or other targets. Make the hive aggressive towards faction miners, they should see the miners not as a threat but as a resource. When a miner group is found then the local hive bastion or stronghold should send assault bots to raid the miners. The strength of the raiding group depends on the strength of the local hive and the number of mining ships. Perhaps if the local hive hits enough mining groups then the local faction will be more aggressive in eradicating them.
From the players point of view it might look like this:
Accept the mining escort mission. Accompany them to the target destination. Watch the miners for a little bit when a red dot appears. It's an observer. The observer flies to about 3k from you or the miners then immediately jumps out of sector. A couple seconds later, after the observer has reported to the stronghold several dozen or so assault ships jump in and gun it for the miners. It's up to the player and a handful of not defenders to protect the mining ships while they fly the 3k to escape. Perhaps their home station received word and sends reinforcements while the miners are trying to escape. If the hive decides it wants the resources in the sector then it might escalate into a skirmish.
Possible future:
In the future, when all factions are becoming dynamic rival factions could attack each others miners, such as Axia vs Valent, Ineubis vs Xang Xi, Tunguska vs Circus etc.

This is a neat idea. Some of this could probably be made with the current PCC tools, but it wouldn't be as cool nor would it be multiplayer.
I always thought it was kind of silly that NPC miners got dispatched to Hive Skirmishes to just sit there and be targets. You figure they would wait until the hive was cleared out before sending in the Centaurs to zap roids.
