Specially Sanctioned Personnel

In this old thread from 2009, Incarnate laid out his reasoning for not hiding specially sanctioned items from the station lists before meeting the requirements. While I agree with them, I still think there should be some level of hiding going on.
- Perhaps a character should have at least a single license at 3 or higher before they start showing.
- Perhaps they should have at least one of the associated licenses at 3 or higher, even if it doesn't require that high of a license.

Of course if they already meet the requirements it should be displayed regardless of whether they have reached the requirement for showing all specially sanctioned equipment.

Perhaps the sorta deal should point to the vo-wiki and mention the fact that certain ships require special requirements? (not that anyone would read the damn thing, but still)

As far as the missions go, I think that they should show the old way of local only stuff vs global. I've seen ppl take missions and then bitch about not being able to complete the missions due to various reasons from faction standing to the fricking mission being across the universe, etc.

Load time on the mission lists still sucks, and when you're looking for a mission to take while in say Deneb, why the hell would you want to commit to a mission that starts in UIT land or Grey unless it specifically warns you of such? Needs work. (this is all from a newb standpoint btw)

only if in the "specially sanctioned equipment" there be whips and cuffs.

Things nobody can buy should be hidden, such as mk3 neuts at any station besides Itani/Serco.
