Cut the scrap drop rate for all non collector bots by about 50%. There currently isn't any use for scrap except in a few beginner missions. All it does is clutter up a sector when someone is farming.

-1. Sectors that have undergone a lot of combat should be cluttered with scrap.

Or instead make Scrap Metal useful. Implement it into some manufacturing, maybe require scrap of specific bots. I don't know if it is recorded what bot the scrap comes from, but if it were, this could be an option.
