The changes to the condensed UI make navigating the Station/PDA interfaces a lot easier on small screen devices like phones. However, choosing the color of your ship is still a frustrating experience.

Why not add the drag-over magnified view to the color picker control when the condensed UI is enabled?

Yup, has been planned for a long time. But, is a totally different kind of control, and has not been quite as mission-critical from a usability standpoint. It's on the list.
