I've changed my mind... paying for forums is dumb. The OP I assume is inspired by annoyance with the usual trolls. I think many of us share this annoyance... better moderation would be more effective than active-subscriber-only access.
I think the bigger issue is that people who actually play the game don't have a venue to express their opinions away from players-past who are full of spite and unhelpful commentary. In a similar way that the PCC forums are only available to PCC members, there should be forums only available to active subscriptions. That should include full and lite subscriptions, whether there is a forum for each, or one forum for both.
The idea of charging for forum access is hilarious, people can make much better forums for much less cost elsewhere. You keep them free so people keep using them, these forums have hardly any activity anyway you want more; not less.

The idea of making Suggestions a subscriber-only forum (for posting, but publicly readable) is a very old one, and not very hilarious. Not really. It's more about everything in its place. Banks give you an access number to obtain faster customer service. You get access to a chat with reps, etc. This is about getting the non paying, non supporting opinions out of the prime channel. Give them a separate place to provide input. What value do they add if they aren't a supporter?

Should be read-only for non subscribers. The opinions of those that aren't paying to support the game really don't mean squat.
The issue as I see it, is that current users are often overshadowed by voices from the past, who have no current incentive to actually make the game better, and may lack context of how the galaxy actually exists at present time.
I am without specific examples, as this is just my ad-hoc justification for agreeing with this suggestion, but my opinion is that the suggestion of a current paying customer should carry more weight than that of a non-paying former customer. The irony is not lost on me that I say this as a currently non-subscribed customer, and you probably have an active subscription.

Either you're actively playing the game, therefore have knowledge enough to suggest things, and make informative posts in General, or you are not/never have been a subscriber (very prone to making suggestions that are *way* beyond the scope of the game or just saying "this game sucks"), where the latter occurs when vets have a lapsed subscription, making them very bitter about the game (TRS, Lecter, Mecha, etc).
There is no good that can come from threads made by people who don't actually play the game. If you want your opinion in the game, suggest it when you have a subscription. It's not that hard. Everything else should go to Off-Topic, because that's exactly what it is. Anything they try to suggest to the game they think they are right and won't accept any criticism other than that which supports their idea.

You realize that most of us actually keep an active sub, right? My last 2 year block ended about 1 month ago, and I'll eventually get around to buying another 2 year block sooner or later.

I really have no idea who is currently subscribed or not. I really don't want to "get rid of" anybody in this game. I try to have fun and consider my rivals as well as my guildmates "friends" and miss seeing anyone that I know from the game not in it. I do, however, believe that for anyone's opinion about the game to matter, they should at least support the game and the devs by at least carrying a lite sub.

You're missing the point. Blocking non-subscribers from posting will not save the devs any time or help them get paid, because non-subscribers rarely make useless posts in the first place. If it ain't broke, don't fix it. If at some point people do start making it a problem, by all means, clamp down on access. Until then, it would be better to just leave it be.

I've seen other sites that give paying subcribers votes towards prioritizing updates/bug fixes. That might an idea here... if the inc could figure out a way to make it work within his process.
Perhaps just make VO free to play, but if you want any support or contact with the devs or input in the direction of the game or access to anything other than the "General" forum you have to PAY? I'd be curious how that might work out...
