NPC Bot suggestions

1. A hirable, roaming NPC scout that reports all ships it detects ( entering or departing PC and NPC) in whatever sector it happens to be in. Reports would be made on user defined chat channel.
-Ideally would be like the marshal, where you contact an NPC flying in a station sector and contract their work. Once a scout has been hired and leaves sector, another scout should undock and meander around the sector looking for work. There should be a timer, but shouldn't be a mission. If it HAS to be a mission, then it must be completed after the hiring is complete, leaving the player with a timer that continue after the mission has completed, and thus allowing the player to take other missions in the meantime.
-Scouting routes should be via station sectors and wormholes.
-Longer routes and longer durations would cost more.
-Ship type would be a light fighter or greyhound.
-Limits would be: 4 scouts per player per day, one at a time per player, 12 max per day per IP address (assuming VO has a way to detect this) -- only to dimish the possibility of some highly resourceful person logging into multiple accounts and spamming VO with scouts.

Each station bar should have a bar tender, that trades information (for information) with every other bar tender in the galaxy. Bar tenders will only deal with players that tip. The more the tip, the more they will deal. They can answer simple questions, like have you seen so and so lately, to which they may respond along the lines of "Just 20 minutes ago I heard he was down in Odia". Bar tenders tend to not share information about players that tip well, unless dealing with a player that tips better, or trading for information that might be useful for dealing with a player that tips better. Bar tenders are individually selfish. They do not give information to other bar tenders, they trade information for information. Bar tenders in isolated stations may not know very much, because they do not have any information worth trading.
Incarnate's suggestion to start a different thread to hash out the implementation of a bot was likely to generate more low-level discussion about what a bot can or can't do and how it should go about it. High-level summary of requested abilities does not further that end.
@draugath: I find that your evaluation: "High-level summary of requested abilities does not further that end" to not be entirely accurate as a stand alone statement. In the top down approach, you decide what you want to get done, and then figure out what is required to do it. Perhaps you would care to reevaluate your position?
Draugath is normal and makes no sense.
And tinbot, this isn't Kings Quest. This is the distant future with all kinds of amazing technologies. We shouldn't replace our bots with bartenders, that's just silly. I do like the idea of your bartenders, but not as a replacement for the bots.
