Unless it was the intent to reduce UIT's ability to engage in Serco and Itani hive missions, please eliminate or reduce the standing requirement for Chaos swarms from those nations.

You can still do Hive Skirmishes in either nation space as a UIT. And what does access to Hive Skirmishes have to do with Chaos Swarm Missiles?

Foreign skirms are B.Y.O.B. events.
