+1. I like the general idea.
+1, but I don't see a point in adding a new faction standing bar for Evil Co.
As a pirate faction, having Evil Co. faction standing is redundant and counter-productive. It's common practice for pirates to kill each other, and if one pirate with high Evil Co. standing were to kill another with high standing, it doesn't make sense for the aggressor to lose Evil Co. standing.
It seems to me that making docking rights to Evil Co. contingent on hate standing with UIT and/or Serco/Itani would be sufficient (having a requirement for minimum Evil Co standing is redundant anyway). And rather than using traditional faction standing to unlock the privileged equipment, it would make more sense to to add a measure of pirate notoriety, which would be achieved through doing dastardly things like attacking convoys, looting cargo, PKs of players with high standings, attacking SF, slipping past border turrets etc.

Why on earth would pirates care who docks? If you've got stuff to sell or credits to burn, come on in!
Of course, having a bunch of unrats (similar to station guards) flying around or undocking as soon as they see someone jump into the sector that sounds like they would make a tasty snack, that's a whole different game.
Then, define 'tasty snack' by notoriety plus vessel, e.g. someone hated by its home fraction with lots of pks flying a fighter is not a tasty snack, some carebear trader in a moth is.
And by all means, keep the top-gear military stuff available to someone who is a proven scumbag, I mean you sell everything to someone you hate except for guns. Most of the time.

Of course you're right. My understanding is most street gangs operate just as you say, so why not just wander into their HQ and see if you can do some business?
Access in the real world equates to risk, and every Tom, Dick, and Harry who has shit to sell or credits to burn is not going to be lucrative enough to be allowed that kind of access.

Try to get into the HQ of Macy's, Kroger or Walmart. Stations are more of retail outlet. So, going along with your analogy, the schoolyard or convienience store parking lot of the underworld.

Yes, each and every station in VO is just a retail outlet and there's no basis for any of them restricting who can dock.

The faction changes alone have triggered my curiosity to pick VO up again, but this would definitely bring me back. I have read a lot of these posts and I couldn't agree more with "everybody now has a role, and we're not everything anymore". This is really going to give the game a lot more purpose and more player driven conflict. And if the "Evil Co." players are allowed to sell their weapons, then much more player driven economy, too.
