make fired swarms persistent after player has left the sector

As much as it pains me, 1+
Weapon persistency is currently a pain in the ass and still in deep development/testing. But once mines are solid, maybe we can look at changing homing missiles too. I'm not sure what complexities and developmental ramifications might come from that.
But persistent homing missiles would be nice.

Why would homing missiles, which likely rely on the firing ship for targeting information, persist after that ship exits the sector?
More realistically, someone running in and dumping mines is NBD... but the last fucking thing we want to encourage is people jumping in, dumping swarms, and then jumping out.
