Allow Station taker to activate a key he only has a user for.
This is useful because you can only activate a key you have an owner for.
But you should be able to activate a user key, because most people give out Owners to only officers and commanders of guilds, but not to members.

+1 so long as the taker who only has the user key still only has a user key after activating it.
If they didn't have an owner key in the first place, there is probably a good reason why not. The key might be used for other things too, in addition to the station access.

You know that's how it works already right? The devs fixed that a while ago so if a person captures a station with a user key, it re-activates the parent owner key for that user key.
The key system needs a re-think... We have user keys with permissions but can't have more than one user key per owner key. Seems kind of moot.
