Can you resign as a bounty hunter? If so then the badge should be removed after resigning so that it is an indication of active bounty hunters.

I don't know if you can resign, but you can definitely be "fired" if your standing goes too low (not sure where exactly the cutoff is). I was a UIT bounty hunter before I went native-KOS.
