A guild requires 6 council to remain active:
This means that a single full subscription can keep a guild alive. There may be ways that a single character can be on the council and be a commander/lt. This means that a single full account could maintain a guild.

The stated reason (by the devs) for the introduction of the lite sub:
is to generate revenues from players that might otherwise not pay anything at all. I have no record of the devs presenting any other reason for introducing the lite sub.

On one hand, fixing this problem is not needed, because even a single full sub can maintain a guild. On the other hand, because even a single full sub can maintain a guild, there is no real reason to not fix it.

This is a non issue, on both sides of the coin.
