Like the Ignore dropdown in the comm tab, this should only list people you've "seen" somehow during the session. It would let you select people's names from a list, and it would automatically paste them into your chat bar including quotes where needed.

Motivation: apparently the silly people using neutered devices instead of real computers are unable to use tab complete, due to said neutering. This would give them an alternate way to select names much better suited to their touch interface.
