Decrease swarm's manueverabillity
So you can actually dodge them.
What is it with noobs and nerf solutions to skill problems?
It's not a skill problem. Just that having to run away from them every time is annoying. Nearly everyone runs away from them because they're impossible to dodge.
Swarms are super easy to dodge. When they kill me it's usually because I got cocky and too close.
Swarms are not impossible to dodge. Learn how to fly.
A light fighter can out maneuver swarms, using only combat speed, without using turbo. Wait until the swarms are close, and move to the side of the swarms, and then to the rear of the swarms. It will take a while for the swarms to loop back around. Some ships other than light fighters can also out maneuver swarms, depending on ship and load. A rag will probable never out maneuver swarms on combat speed alone. Swarms are great for making rags run, but mostly worthless against skilled pilots in light fighter ships.
having to run away from them
Assumes facts not in evidence. Indeed, assumes blatantly incorrect facts. Yes, it's easy enough to screw up while dodging them and eat a face of spam. But that's your fault, not the swarms' inherent undodgableness.

Lol swarms. They're weak enough as it is.
I can confirm the effectiveness of the 'J' dodge in avoiding swarms.
Strafe one way and backward, switch to the opposite when the swarms are close and roll.
People who think turboing around like a ninny is essential to dealing with swarms crack me up. Especially when I meet them while I'm in a moth trying to collect some loot.
Any reasonably combat capable ship (including all prom variants) can effortlessly dodge swarms without turbo. Turbo is only necessary to avoid re-fire swarms (the ones that come around after the initial fire) and that's only the case where you are not able to turn your back on the swarmer to perform the proper strafe manuver at the swarms.
In most cases swarmers are newbs anyway and make a plethora of mistakes when using the swarms giving the enemy all sorts of opportunities to slaughter them.
Also, the usual blabber about swarms: There is no swarm usage scenario (aside from dumbfiring the swarms) where the success of swarming won't be entirely dependent on your enemy making a mistake or a choice to get hit by the swarms. You pay dearly for the guidance of the swarms in weight and in ammo. If you enter a fight using swarms you are a sitting duck.

Another dumb ass idea.

swarms are easy as tits to dodge.
unless you're in something like a rag or a centaur.

Do a barrel roll, noob.
necessary to avoid re-fire swarms
Nope. Use your radar and your ears.

One good use of swarms, at least against mediocre players, is to make the opponent more predictable.
Fire the swarms, strafe around into their trails and fire at the opponent with an LENB or Raven while they try to both avoid the swarms and take sights on you. By strafing into the trails, you put the swarms in front of you and the other pilot has to choose between aiming at you (and flying into the swarms) or continuing to dodge (in which case they're flying a more predictable path).
Most of the time this doesn't work well on more seasoned players.
