A fitting punishment.
As our money system/economy evolves, perhaps we could integrate in a form of punishment.
Those who depend on hauling cargo for their income, and defending themselves against attack, should be able to store their money in some sort of bank, perhaps at the stations, perhaps elsewhere.
However, as a sort of, regulator/punishment for would-be pirates, it would be interesting if after your kills/cargo ratio shows you to be a mostly pirating player, stealing other cargo's instead of buying and shipping them, you suddenly start to be refused by banks. Not entirely, just partialy. You can store up enough money for, a medium ship or two? some decent weapons? Or maybe more corretly you'd be able to store 1 or 2 ships somewhere, not top end ships, but enough for you to start over if your blown to bits. The rest of your money/assets, go on your ship. Your ship is your life and if you lose it, you lose most of what you have.
I'm not sure if this would be too unfair. But it would help to keep the number of pirates, random killers, rogue ships from overwhelming everything, since a teamed up set of cargo haulers might kill of a few pirates, who would then not have the money to immediately leap back into combat from the station.

We have actually had a number of banks online in the past... I'm not sure if you were around for the first few, but there is one that is active now that anyone may use. It goes by the name BountyBot and is located in sc9. It is usually active 24/7, and goes down only occasionally.
The other banks I am referring to were the FVIB (First Vendetta Intergalactic Bank), run by StarFreeze, and another one by Furball. SF's bank had a lot of features, including interest, loans, transfers, and CDs that were like rapid growth funds.

Hehehe... No, I mean banks that are completely neutral. They'll take money from anybody, and won't give it up to the government. Compare that to a bank here. If the government wants your wants your money, all they have to do is contact the bank and take it. Swiss banks would be the banks of pirates, underground rebels, etc.
Actually a second good thing would be losing half your money if you blow yourself up. This would take away the money for the really poor nukers, and insta-nukers and all that. :)
Swiss banks don't give interest. Instead, they take it from your account. The price of security. It'll keep the small time pirates pirating just to maintain their bank accounts.
