small HD mining beam
small slot mining beam
rate 1.4 (half of a large port HD beam)
heat 1
grid 5 (so you can put 4 on a hornet but not 3 on a rag)
mass 1000kg
requires BM2/3 mining 10(so noobs cant have it)

That's what the HE beams are
High-Efficiency Mining Beam
port small
Rate 0.5
Heat 0.1
grid 6
distance 25m
mass 500kg
mining level 10

HE beams are efficient but slow
HD beams less efficient but faster

To hell with that... there is no logical reason to put mining beams on a fighter. Even one as shitty as the Hornet.

There's not really any point in using these beams with the stats proposed. 3 HDs would extract more ore in the same amount of time as 4 of the proposed beams and would leave the roid cooler too. 3 HEs are also better if you are going for efficiency. They might be okay as newbie mining beams for when you don't have access to HDs or HEs, but that's the opposite of what you are proposing.
I'm in agreement with Ryan here: small mining beams are for the newbies. They all have heat rates that are too high to be of any use, the only exception being HEs.
