faction penalties and rewards for killing war voys
killing war voy ships should have a faction hit from the voy's nation and reward from the blockaded nation. Something akin to ctc bots, maybe something more significant for killing the cappies.

Aye but killing anything in unmonitored space should never produce a penalty or only produce one if there were witnesses that survive....

PaK: I'd agree with you for regular trade convoys: that if a survivor reached its destination you took a hit with the station of origin, or destination, or both, but the war voys are coordinated mass military action that could reasonably count as monitoring the sectors in which they reside. All the border skirmishes in Deneb are unmonitored, but they now give small standing loss with the enemy per kill, and ctc bots give penalties in unmonitored space.
As far as rewards for breaking the blockade, maybe someday there can be a special border skirmish mission out of Jallik and Intros/Helios when there is an enemy fleet camping the WH's.

I actually tried making a border patrol mission for Jallik, and limitations of the PCC mission editor make it... not quite *there*.

Now they are a great N3s farming... or a capship killing training ground. Too stupid, you can kill one guard, then another, then another... until you clear all sector.
And since WarVoys are related to CtC voys, as consequence, there should be similar penalties.

The penalty/reward should only count if they are killed in the blockade sector and not if they are killed en-route in unmonitored space.

Why not en-route? Their destination is also unmonitored space.
The CtC penalty can kind of be explained by the fact that the CtC robots report when they're under attack on public channels. Perhaps the war convoys should do that too?

Until they reach the destination they are just another roaming military convoy and should be treated like any other (it's just there aren't any military convoys that just wander around currently).

Besides, once they reach the destination for the blockade it makes sense for them to be reporting all incoming ships and be keeping a more watchful eye out. If they get destroyed earlier, then the report from HQ would be "convoy never reached destination and was lost somewhere in grey space".

I should think it being a war convoy, it would be carefully monitoring all traffic around it anyway. This is what currently goes on in any naval convoy today. They're at war. They're not just going to waltz towards their destination assuming nothing can go wrong until they get there.
In fact, I'd argue that any sector a war convoy was in was effectively a monitored sector for that side, not just the blockaded sector.
As an attempt to make a "border patrol" type of mission, why not just spawn a friendly war convoy periodically, which then exits into the blockade sector defined by the opposing side, then despawns after a period of time? If there's no opposing blockading task force in the sector, nothing happens, otherwise there's a fleet fight as the blockaded side attempts to remove the blockade. The relief task force could be smaller (possibly just small ships), guaranteed to lose without player support, meaning that players can help lift the blockade directly, or participate in BS missions in Deneb.
