License could be more
I think it would be cool if license was used to impliment the "toys"... A higher lv license might allow you to configure and customize your ship for different situations or playing styles. A license lv 3 might allow you to increase your turbo speed by say 10% at the cost of increasing it's battery usuage by 15%. Or a higher lv license might allow you to adjust the trajectory cone of your projectiles thus giving you control of your optimal range.
I just feel like the system now is just a preliminary guide that becomes irrelevent after maxing, it's just unlocking missions and equiptment (I think). Could be more.

To be honest with you, I'd just as soon do away with the whole license thing altogether. My attitude is that if you have the standing and the credits to buy something.
Apart from bragging rights for some of the players who have earned very high licenses, the only real value I see for the system at all is to serve as a sort of guide rail for new players.
So, I'm going to go with 'no'. License could be less.

Licenses represent more of a role-playing element in the way of training to be able to handle various technologies. All games utilize some level of skill or training to restrict access to equipment, or even levels in some cases. Everquest, before the addition of level requirements on actual gear, limited your ability to utilize equipment by limiting your ability to level the skills associated with it. This isn't the SpaceQuake your grandparents grew up with, much to the displeasure of some. You shouldn't be able to just go down to the corner store and buy a fully loaded <insert item here> and take it out for a jaunt around town.
The licensing mechanism found in VO is actually very lenient compared to other games. The-game-that-shall-not-be-named uses a much more restricting mechanism to control individual types of weapons. We're lucky to have all missiles, rockets, projectiles, and energy weapons rolled up under two simple licenses.
I say leave it as it is.

I dont mind the license system anymore cause it really only takes your first month of playing to get all the licenses you need for everything
What takes time is actually being good at using all the stuff you just gained access to (as it should be)

Well, very high lvls should not unlock game imbalancing stuff. That would be unfair since it would mean that vets gain massive advantages over new players.
Long term, some fun stuff for vets would be fine. Tartan textures for ships, a variety of useless high value trade widgets. mining moths with headlights. Things which do not imbalance combat.
I would tend to leave lvls as they are for the time being, add fun stuff when all the main vo issues are developed.

It would be cool if very high levels unlocked "prestige" items like the Vulture Anniversary Edition. Ship variants with fancy paintjobs and higher price tags, but the same stats.
