Offline notes
You should be able to send offline notes at any time and not only to buddies.
There should also be a seperate screen, like the buddy screen that displays all offline notes.
This should help people not to miss it.
Perhaps also a notification on login saying you have x amount of offline notes to be read.

So in other words, tweeter/facebook/second life? NO I came here to play VO not a version of the a fore mentioned apps/games, if you want this then just tell everyone to send you a email of what is going on

These are ingame RP notes to another player. In what way would this be like any of those social networking sites? No-one else but the player can see it.

+1 to ingame BBS/messaging system/Ad Board. Already requested, still a good improvement.
We need better forum communication between specific parties.

But the note system really needs an upgrade if it is to support something like this. As it is, buddy notes can scroll-off the chat area right away and you might not realize you have received one.
