Ideally, the Corvus version does more damage or holds more rounds, but is a bit heavier,

Corvus's blackmarket weapons wouldn't be subject to any of the rules normally attendant to nation's engaging in relatively civilized warfare. Blackmarket weapons are less refined (hence the extra mass) but capable of doing more damage due to illegal technology being used. This ups the price and makes equipping them a big no no in guarded/monitored space.

+0xFFFF to the national military requirement. At the moment joining the military doesnt give you bonk for perks at all outside of the Deneb skirmishes. Heck, you can even buy that nation's military ships without joining which seems like a crock.
1. You join the Serco or Itani military
2. You meet the level reqs
3. You buy Avalons from your joined military's respective barracks stations.
4. Blow stuff up!
What about the UIT and pirates and traders? UIT can join either side and buy them, pirates can steal them... with you know... piracy powers. Traders can trade for them with credits or other items.

+1 to a military requirement. However, I think they should only be available in barracks stations. Afterall we don't store nukes in Washington DC.

I suppose craftable could be in grey but only if there is some kind of mission where the player had to steal schematics from either serco or itani!
But I still don't like the idea of crafting so I am not +'ing that in any way just offering it as an idea

+1 to Avalons only sell in nations' barracks, only to its own military members with standing +850
+also for UIT natives1who joined that nation's military and local PoS. No one can join both fleets.
+1 to Corvus Avalons via a crafting / items list mission, with a delay to deliver, like 24h later another mission leads you to near a nation's border to receive it from a spy.

Okay, I am just throwing this out there as another idea for obtaining Avalons.
What if a few random CtC convoys per week had Avalon launchers as cargo in addition to xith? This may increase interest in CtC. Perhaps these convoys could also be more heavily guarded, or only spawn on Friday and Saturday, or both.

Heck yes that's an awesome idea, increase the standing penalty to -600 for killing one of those transports instead of the normal ~10.

Honestly... destroying these transports and stealing their cargo is a direct assault on a nations weapons production capability. Think a future-tense Julius and Ethel Rosenberg... (sigh, I'll wait while you google them. Done? Great! OK, can I continue or do you need more explanation?)... destabilizing the war effort through theft of classified info. As it stands, you catch a bigger penalty for popping a station guard! VO's very own version of a Star Trek Red Shirt.

+1 to MEGAVOYS carrying Avalons inside nation space, between barracks. But why in gray? This must be developed... maybe Ineubis produces it and sent to nations in alternating megavoys?
+1 to integrate Avalon megavoys with CtC and more severe faction drop for attacks,
+1 to a mission to escort megavoys and another to attack it. Faction sanctions fully apply. Nationalists, Privateers and Pirates should not have3PoS.

This would be very tricky and probably require a small team, but it would be fun!

If avalons in megavoys only will provide more incentive to stay alive after bombing... as it stands now quickest to just suicide.
Making them drop-only from a convoy event is a sure-fire way to ensure they don't get used in things like the Deneb war and station conquest. You can't always be sure you'll "stay alive" bombing, and a fully loaded Rag MkIII being upwards of 80k a pop is good incentive already.
if you grey folk wnt some avalon convoy to hunt fine but im not doing that for deneb
