XX Conc Launcher Upgrade
In the past, I and many others have commented on how badly this weapon sucks, relative to its costs.
It still sucks. Hard.
Since prior suggestions have gone unheeded, here's a new (?) one: keep everything about it the same, but in addtion to its concussive effect, give it the effect of knocking any ship hit by the conc wave to 0 energy (from which state it will begin to recharge instantly, like any other total drain).
The benefits as a chase weapon should be fairly obvious.

The one change I'd make is instead of dropping the energy to zero, subtract 250 (or possibly even 300). Otherwise heavy batteries are put at a disadvantage, including when fighting back with energy weapons.

Heavy batteries would be at the same disadvantage they're supposed to be at, arguably: you have more juice to attack with, but a slower recharge rate if you try and run and get blasted by one of these. That said, 300 would be good too.
Being able to wipe energy would be pretty awesome. But, it also requires new weapon features and related development time, currently scarce resources.
Anyway, regardless of making the existing weapon cheaper, or not, we should look at energy-impacting weapons. It was something planned in the stone age of a decade past, but a lot of things from that age have been forgotten and have to be re-invented.
