Criminal Records...
I propose that when you target someone and press the key for their info, in addition to the standard info (guild, standing,bounties... etc... etc...)... you also get a list of their "crimes".
For example:
Player kills in nation space, Convoys attacked, BS's fought, CtC attacked... etc... etc...
Reason being, it adds to the immersion. We know that the Serco hate Nahin and that the Itani hate me but it would do a lot for the largely lacking role play aspect if people could target us and see why.
Just a simple list of activity spanning thirty days.
For example:

Good! The 30 day history will be useful even for players themselves, because atm plugin "killshot" is the only one PK history resource in VO (it makes screenshots after every kill).
If something like this were to be implemented, I would caution against attempting to identify all behavior that could be considered criminal. This should largely be defined by the playerbase.

I think it would just show the activities that resulted in faction decreases or bounties - then people will know why a person has low standing with the various factions, so that they can distinguish between somebody who has low Itani due to CTC and BS only, and somebody who actively invades Itani space to kill newbies.

I like this, it will illuminate all the care-bears ugly conduct. Could we add text excerpts from guild, pm and 100 chat? That way we can see all their horrid intentions as well as the results.

I agree with draugath. What is deemed "criminal" should largely be defined by the playerbase. For that reason I think any sort of "criminal record" system would be extremely difficult to implement. Case in point: look at the faction system, and the bounty hunting system. If anything the faction system shows that it's hard for a computer to determine who is in the "wrong", and the bounty hunting system shows that a few simple statistics don't tell you all of the story.
Criminal records are bad enough in real life, now you want to add them to the game? While I agree that every action should carry a consequence, I fundamentally disagree that other players should be able to pull up a list of actions spanning 30 days on another player with the click of a button. Or, if this were to add to the immersion, it should only be available to players that attain the equivalent rank of the NPC marshals we currently have.... which should be a highly selective process resulting in some sort of visible mark on the player character.
This really doesn't add to the "fun" though... I say it's better to let the community police itself than to have some potentially draconian system of criminal records which players will no doubt eventually figure out how to circumnavigate as with every other static system.
When asked to describe the perfect game environment I would say dream-like, responsive to input yet stable enough to support large scale structure. That is what Vendetta is at it's core... to me at least. I play to escape for a while, not to think about criminal records, paying taxes, or trips to the dentist.

It doesn't matter how hard it is for a computer to determine who is wrong. The system already determines who is wrong, and already penalizes them. This suggestion is simply about recording and listing those determinations that are already being made.

Funny how the people objecting are miners, vpr, etc. What do you have to hide, eh? :)
In real life I'd agree with you - in fact, every time I hear the "good people shouldn't care because they aren't doing anything wrong anyway" argument in real life I want to do a good deal of wrong things to the person saying it. In-game, Rin would be the same as me in that regard, except that he actually would do the bad things to the person, and honestly feel he'd done a good deed. This is a game though, and I think it would be neat to see what people have been up to in order to earn their low factions.
Maybe only show the record if they're currently neutral or below? People who are "respected" or higher would be granted their privacy. Though showing the record for everybody would have the advantage of helping with the whole "WTF, that guy with high standing just killed me in nation space!" issue. (Of course, the real solution to that problem is to make recovering faction harder - I can go from KoS to PoS over a weekend. That is rather too easy I think...)
But at the very least, everybody who has a bounty should have the reasons for that bounty displayed in their character screen for the world to see, no matter what their standing is. Don't show any names, to protect the victims, but show the crime and the location.

my -100 was based on the simple fact that this builds on a broken faction system. Whatever redux the devs are going to attempt should be priority.
I am not opposed to it for hiding my own deeds. I never claimed to be innocent, and you're pretty naive if you think all my alts are care bears. I disagree that I should be able to get that info with a target 'k' inspection. IMHO it already gives too much info and either players should be able to choose what stats are on their "public" display, or you should only be able to see what the local faction knows of them.
There are 13 jurisdictions in VO, some overtly or covertly opposed to eachother. A crime against one might be a valiant deed to another. Why would they share security intel? Every faction should have bounties, and you shouldn't be able to hunt for opposed factions (e.g. Axia/Valent). Attacking a voy and allowing a survivor to reach base should result in faction loss... repeat: faction redux first.
Criminal records on target 'k' will merely become a data farming tool for the bots and spotters. You may as well bring the APL back, too.

Hunter> target's bounty history == crimes included in active bounty, number of bounties imposed
Zone> LOCAL bounties imposed on that person, including the amount of crimes covered by bounty (==why the value) AND "recent" crimes against $LOCAL faction, as CtC/Voy attacks, guards killed, so on.
So, concept here is local law enforcement displays info about bad guys inside their territory. Therefore, who isn't a bounty hunter and while he is in gray space sees no extra info.
And bounty history only covers that faction which the hunter "works" for. Example, I am UIT hunter, target someone with bounties from 3 nations, I only see info from UIT bounties, and UIT offenses (Plus local ones, when in Serco or Itani space). No one should hunt for 3 nations... so in best case you see offenses against two nations, "yours" as hunter and local.
