I was thinking on BOTH cases... some "permanent" debris fields In Deneb and some of those "wreck-roids" near borders and other strategic places. Static as roids are in VO. Even bots should mine it as regular roids. Ancient capships were built to last...
Then also have some dynamic debris that fade into dust and are erased by sector reset. Whenever a "modern" capship explodes, its pieces float away slowly, for at most 20 minutes if no one near it, resetting whenever someone "mines" it. Since it will be moving slow, mine it should be more challenging. And even is someone is mining it, the "dynamic wrecks" should 'degrade into dust' at most 1h after created.
