When a bounty hunter fails to hunt his prey and is killed while trying to recover the bounty,
Report the BH prowess on the news page and remove from him twice the xp points his victim would have lost.

+1 There's currently little reason to engage a bounty hunter when RPing an outlaw (aside from splitting the loot with him), and this would help. A monetary reward for the outlaw wouldn't make any sense, but enhanced penalties for those who - purporting to represent the powers that be - get their asses handed to them while playing Batman would.

Now, there is one serious reason to everybody become a bounty hunter. You can get a reward out of nowhere for killing someone who had a bounty on his head... not a focused thing. The whole bounty system needs re-thinking, considering immortality (respawning) and location reports.
I really doubt that not more than a few of those bounties collected were actual bounty hunts. Instead, the majority of them were aleatory meetings when hunter is surprised that he got a reward after the kill, being totally unaware that his opponent had a bounty...

Also, bounty news already take almost all news area, you want more ads? Maybe a single "Daily bounty news dd/mm" instead?

This makes no sense, other then asshats like lector&co wanting to punish some poor noobs that didn't know what mission they were getting themselves into... Better off just make it harder to become a bounty hunter, having to prove yourself somehow.
There's no reason to "remove xp" from anyone, doesn't make sense that you would unlearn things... As for bounties, in a RL situation you can claim a bounty, but if someone else claims it before you you don't lose anything you just don't get anything either. If you die while trying to claim a bounty you're dead! You lost your ship, you lost some rep, etc... But everything above makes no sense from anything other then a "because we want to be asshats" viewpoint.

I do agree that losing license points makes no sense, as nothing else in VO removes experience. If we were going to remove points, then you should also remove them from the person with the bounty when killed by a bounty hunter...and im sure none of those of you who regularly have bounties want that.

Supposedly you lose xp when your bounty is resolved -- 1% off each license. I've never verified this, though.

I have not verified that this actually happens either, but I have been assuming that it does. I'll have to jot down my xp levels next time I get a bounty placed on my head and see.

So how do you decide if death was a direct result of a bounty mission? Since bounty hunting is an ongoing task. Are you implying bounty hunters should lose 2% of all licenses with every death? That's more ridiculous then anything I've heard in a while. This idea is stupid.
How about just put a "default" bounty on anyone who is a bounty hunter? Some sort of "minimum" bounty that increases if you do something worthy of getting a bounty on your head? This way if a bounty hunter gets offed by another bounty hunter they loose 1% and all is fair (if this really is the case as no one seems to have verified). If the 1% is correct (and I assume you are all right), then I see no problem with giving the person with the bounty a reciprocal reward for killing a hunter/reciprocal danger for being a hunter. However, to avoid abuse, there would have to be a system in place where a person could not both have a bounty on their head AND be a bounty hunter at the same time.
