I would like to suggest UIT are given a larger incentive to take part in capture the cargo to disrupt both nations convoys (as they do pass by the fringes of UIT space, it'd be interesting to increase the take-up of the game).
Looking back a good number of weeks in the CtC log, it's obvious the amount of UIT playing is very low (okay, FR has racked up the scores some weeks - but we're just being aimlessly destructive to both nations, heh).
I'm not going to suggest exactly what the incentive is, but I have some ideas:
Note: All the below ideas were taking into account that as little alteration to the current CtC system would be a benefit. So most of these ideas don't revolve around UIT "capturing" the cargo - but the cargo just not making its destination as usual. This would also mean you wont have to change the CtC system as it is displayed on the website, as the cargo just goes "missing" as if it spilled and expired in grey space. But really, some UIT has probably cashed it in for some goodies or another.
* Take the cash reward from a UIT station as if you sold it at the going value, (so in theory UIT can dock with it it but its immediately subbed for cash, so it can still never reach a station inventory - still can't log out etc). I'm sure one of the greedy corporations would love to get their hands on it, even if it's not a "UIT" station but an axia/valent perhaps.
* Deliver it to Dau to receive a small set of 'prototype' neutron 3's? 1 per xith delivered perhaps, it could make sense for UIT to have this kind of approach - products they can sell/keep, making money and products off the back of the serco/itani conflict.
* Trade it in to Valent for the poorer Valent Accelerators (considered poor neut 3's - and up to now a mission weapon not available in great quantity I believe).
* Some (new) constructable product (presumably an add-on - UIT only) which would encourage human player trade (what UIT's roleplay is) with the other nations, assuming they would want said good.
I do understand the argument that UIT cannot act of their own accord and should act by 'picking a side' like in the Deneb conflict - but I also believe this convoy is mostly in unmonitored space and UIT is fully of money grabbers.
Finally this suggestion is not a note of desperation or anything along those lines. I love ctc for the game it is, and just enjoy players conflicting over it - and therefore I can only see encouraging more participation as a good thing.

A three way CTC might be fun as long as there is a profit motive for the UIT

@Ryan, while i agree completely..just a correction.. UIT starts at +200 with Itani and -200 with Serco (if i remember correctly..its been a long time since i had an alt)... Yet another everyone against the serco implementation. This doesnt block them from getting serco standing... so overall you are absolutely correct.

They are not the UIT's enemies. They may be your enemies, but the UIT itself is neutral to them.

But it should be entirely based in grayspace... UIT/TPG/etc keep ignoring CtC, while Corvus/Aeolus/Orion would be interested in purchasing the cargo, or even Ineubis/XX...
And it must also include the possibility of pirates, real ones that are native KoS, to participate too, and profit from it.
But more important, UIT members in grayspace should not receive any faction standing penalty nor bonus if they remain in grayspace. The standing change only should happen if the player enter +any+ nation space with purified Xith.

@Pizzasgood yeah 'enemies' in that sentence was a slip, i'm aware they're not UIT's enemies - forgive me, it was VERY early in the morning when I wrote it - but kept putting it off so felt I needed to. I have edited 'enemies' for 'nations'

I really don't give a crap about getting neut 3's, I can find them in a npc moth and pop it as and when I need them in plenty enough volume - the point is that it's an incentive, and pure profit is fine with me too.

I was just thinking event = pressing ACTIVATE in a dock: if nation = UIT and sector of station = Whatever or whatever then when docked -xith and +reward*xith, or whatever - keep it simple to implement and simple to remove in case things get ugly (although I don't have much of a clue what i'm talking about, but i'd imagine it'd be easier). You still can't "dock" with it persay, because you'll never see it in your dock..and you still wouldn't be able to log with it etc. It'd also be "off the record" so wont need to appear on the website, only the initial UIT kill as you do now. Minimal adjustment and fulfills my suggestion, that is one example of a way it could be implemented.
I'm also going to say -1 to the "UIT don't get faction decrease" for CtC, the decrease isn't much - and you DO deserve it and it's -possible- they find it out because it's a sophisticated convoy, even though in unmonitored space. Maybe they play the "bot cam" back :P?

Faction penalties should be the same as for Serco and Itani - if they can tell when a Serco or Itani kills their CTC convoy, they should be able to tell when a UIT does as well. Note that I am not arguing whether or not there should be a penalty, simply that the UIT should not be treated any differently than the Serco and Itani are, regarding punishments.
I like the idea of a UIT faction hit for any player who brings the xith into UIT space, in conjunction with a significantly higher sell price somewhere inside UIT space compared to the Serco and Itani stations. That also means that (for example) an Itani who steals the Serco xith and tries to cut through UIT space while they haul it up to Itani space would be penalized. I think that is a good thing - the UIT, while neutral, would not like for the Serco and Itani to drag their war into UIT space. Later, when proper smuggling with npc customs officials is introduced, the automatic penalty could be removed and the purified xith set as a contraband item.

Hmm, the UIT faction hit I like but I think is a thread hijack - as this thread is about allowing UIT to participate independently of the 2 nations for some sort of small, probably individual benefit. That system actually prevents them from doing so.
Selling in greyspace would be fine, I just thought it was a bit close to the ctc spawns allowing a kind of lazy way of capturing it... you'll have UIT intercepting at the first wormhole ALL the time if its worth doing, which will get boring is fast.

The faction hit is recorded Via Serco long range comms and Itani telepathy. Actually, I would go further and make the faction hit affect the players standing with the faction sending the voy as well as the nation recieving it.

-1 to the suggestion that the UIT can turn in xith to somewhere other than either Pyronis or Divinia - I think it discourages the role-play element that encourages UIT players to pick sides in the conflict. Since the UIT is a nation of war-profiteers, here's another suggestion:

All this time everybody's talking about how there's going to be 3 nations going after two nations' xith, so to level the playing field why not have UIT xith convoys? For example, they might depart from Odia C-2 Ineubis Defense Research and go to either the Serco or the Itani. The destination for the UIT xith convoys would change depending on which nation is behind in production: for example, if the Itani Nation is losing CtC, the next scheduled UIT convoy departs for Divinia in response to higher demand. All other rules would remain the same: players take faction hits for killing convoys with the nation who owns the convoy, and xith still gets turned in at either Pyronis or Divinia.
Obviously this would add another dynamic to international relations: Itani and Serco pilots would have to choose to either ignore the UIT convoys going to their enemy, or if they kill the UIT convoys then have to enter UIT space and do business (procurement missions, etc.) to maintain their faction standing (creating a lot of business and commerce in UIT space, appropriate to their role as businessmen and merchants which would also bring many, many, many Serco and Itani in contact with one another creating in turn more opportunities for "diplomatic confrontations.")
Other thoughts: are there a set number of xith convoys during the week? I know they depart at regular intervals, but does this mean that the game is designed to only have a certain total number of convoys, thus certain total quantity of cubic units xith, in the game? If this is so, then let's pretend that between the Itani and Serco there are 100 xith convoys. If UIT was added into the mix, the total number of convoys wouldn't change, but there would simply be less of the Serco and Itani convoys and the difference would be made up by UIT convoys. So, instead of 100 xith convoys divided by two nations (50 convoys each), it would be 100 xith convoys divided by three nations (33 convoys each.) If the system runs by total cubic units of xith, it could work the same way. Just for numbers, say, 10,000 cubic units of xith not divided by two nations (5,000 cu each), but by three nations (3,333 cu each). If it was split this way it would mean that Serco and Itani pilots would *have* to go after UIT convoys to make their xith quotas (and thus *have* to either spend time in UIT space to restore faction standing or incur the penalty.)

-UIT players could act as escort for these voys, better pay than regular voys.

-Itani/Serco players already have incentives to escort their voys and attack their enemies' voys. My idea is giving a reason for "straight" (3PoS) UIT players to join without major impact on standing... like if you escort a voy into Serco, no penalty from Itani. And 3KoS rats...
-As I sketched, UIT does not consume nor purchase PurXith... it only produces and sell. Convoys are Dau->(Serco,Itani), so not unfair. Indeed, it is way more fair to Serco, since only their voy crosses (or get stuck at) Sedina and Latos, most active sectors in VO.
-Why do you want to force UIT pilots to choose a side? What "we" want is profit from their war, from both sides. I'd like to escort Itani voys and get paid for killing serco attacking it, next escort the Serco voy and kill any Itani attacking it.
-The Grayspace corps should purchase PurXith, instead of UIT, so rats also can chase them and profit from it. Anyone who attack a CtC voys gets penalties, but not who defend it (as is now).
Looking again to it, seems that this would make CtC a really universal event, where all sides can join and profit... but it is a too radical change to be implemented SOON(tm).
----> So, back to OT, XX and Ineubis already produces PurXith. That's where the CtC voys depart from. So it would be 'normal' that they purchase it back, since voys belong to purchaser, and they can sell it again with profit! Or Corvus, to produce widowmakers...

-Itani/Serco players already have incentives to escort their voys and attack their enemies' voys. My idea is giving a reason for "straight" (3PoS) UIT players to join without major impact on standing... like if you escort a voy into Serco, no penalty from Itani. And 3KoS rats...
-As I sketched, UIT does not consume nor purchase PurXith... it only produces and sell. Convoys are Dau->(Serco,Itani), so not unfair. Indeed, it is way more fair to Serco, since only their voy crosses (or get stuck at) Sedina and Latos, most active sectors in VO.
-Why do you want to force UIT pilots to choose a side? What "we" want is profit from their war, from both sides. I'd like to escort Itani voys and get paid for killing serco attacking it, next escort the Serco voy and kill any Itani attacking it.
-The Grayspace corps should purchase PurXith, instead of UIT, so rats also can chase them and profit from it. Anyone who attack a CtC voys gets penalties, but not who defend it (as is now).
Looking again to it, seems that this would make CtC a really universal event, where all sides can join and profit... but it is a too radical change to be implemented SOON(tm).
----> So, back to OT, XX and Ineubis already produces PurXith. That's where the CtC voys depart from. So it would be 'normal' that they purchase it back, since voys belong to purchaser, and they can sell it again with profit! Or Corvus, to produce widowmakers...

UIT picking a side in the conflict is fine, but then they should get some benefit out of picking that side? In Deneb, the war-blockade is a universal effect so all players who play a regular role in that conflict and their standings have been affected by it (including UIT) are effected.
UIT get nothing out of CtC, give us a purpose, or give us a profit.
