Weapons are "colorblind". Friendly fire should remain as is. Whoever it hits, it damages.

Distinguishing who is a "friendly" is difficult. Right now the game considers me a friendly to UIT and neutral to Itani, and that simply is not the case at all. It also considers me a mortal enemy of my fellow guild member Maxx, which is not true either.
Besides that, swarms should definitely kill anybody dumb enough to get in the way. There are other ways to use swarms than simply firing them at your target. If you fire them unguided, they fly faster and they don't warn anybody they're coming by beeping incessantly (of course, without a target they just fly straight). If you fire them (guided) at a target who is crowded by other enemies, you'll likely hit those other enemies as well, either directly or with the splash damage. And those guys don't get the beeping, only the targeted individual, so they may not realize they need to move if they are otherwise distracted. It can also happen that the player you target runs, which results in the swarms chasing him around for a while. If he is dumb enough to run for his buddies, he'll drag the swarms to them as well, and hopefully somebody will get hit.
Having them able to hurt friendlies also causes you to use them more carefully, which is a good thing. Space is a dangerous place, and I view having to consider whether you should really fire swarms at that guy who is on the other side of your friend fighting him. Or whether you should really fire a volley of 16 missiles at an enemy who is right in front of you.
